GRCC*Refuse Collection and Disposal Service

Background
The Commonwealth of Virginia, through the Department of Corrections, is issuing this Invitation for Bids (IFB) to establish a contract for refuse collection and disposal services at the Greensville Correctional Center.

This facility is one of the largest prisons in Virginia, housing approximately 3,000 inmates. The goal of this contract is to ensure the proper collection and disposal of non-hazardous refuse generated by the facility and its ancillary services, including a farm that supports inmate feeding programs.

Work Details
The contractor will provide all labor, equipment, supplies, and incidentals necessary for the pickup and disposal of non-hazardous refuse in compliance with regulations set by the Commonwealth of Virginia Department of Environmental Quality and the U.S. Environmental Protection Agency.

Specific requirements include:
- Two 35 cubic yard self-contained compactors with multi-cycle timers located at the Sally Port inside the secure perimeter.
- One 35 cubic yard self-contained compactor with a multi-cycle timer located outside the secure perimeter.
- Three 30 cubic yard roll-off containers located at various sites within the facility.
- The three 35 cubic yard compactors must be emptied three times per week (Monday, Wednesday, Friday) and may require additional pickups on a 'will call' basis.
- All refuse must be deposited at Greensville County Sanitary Landfill without extra tipping fees charged to the contractor.

Period of Performance
The contract period will commence on March 1, 2025, and conclude on February 28, 2026. There is an option for renewal for up to four successive one-year periods.

Place of Performance
The services will be performed at Greensville Correctional Center located at 901 Corrections Way, Jarratt, VA 23870, as well as Yarden Farm located approximately eight miles from the center in Stoney Creek, VA.
