Background
The Commonwealth of Virginia is issuing this Request for Proposal (RFP) to establish a contract for Fresh Bread Products at Christopher Newport University (CNU), a public university located in Newport News, Virginia. CNU serves approximately 5,000 students and emphasizes quality education through its various academic programs.

The Dining Services division at CNU is responsible for providing high-quality food services to its students and staff, serving around 1,315,000 meals annually.

Work Details
The contractor will be required to furnish and deliver a variety of Fresh Bread Products to CNU's Dining Services. The specific products include:
- Hamburger Buns
- Hot Dog Buns
- 6" Split Sub Buns
- 8" Sub Rolls
- White Bread
- Wheat Bread
- Honey Wheat Bread
- Butter Bread
- Texas Toast
- Multi-Grain Bread
- Brioche Buns
- Gluten Free Hamburger Bun
- Gluten Free Sliced White Bread
- Artisan Flatbread
- Pretzel Rolls
- Herbed Focaccia
- Wraps in various flavors (Garlic Herb, Tomato Basil, Spinach).

Deliveries must adhere to FIFO principles and ensure product quality and shelf life. The contractor must provide electronic data transmission for order placement and maintain high standards of customer satisfaction. Additionally, changes to orders must be accommodated until 5:00 PM the day before delivery without imposing minimum shipment requirements.

Period of Performance
The contract will commence upon execution and will run through June 30, 2026. There are four one-year renewal options available.

Place of Performance
All work will be performed at Christopher Newport University located at 1 Avenue of the Arts, Newport News, VA 23606-3072.

Bidder Requirements
Bidders must comply with all applicable federal and state laws regarding discrimination in employment practices. They should not be debarred from bidding on contracts in Virginia and must provide evidence of their qualifications to perform the required services. Additionally, bidders are encouraged to submit a Small Business Subcontracting Plan.
