Background
Stafford County, Virginia, is seeking proposals for a comprehensive Enterprise Resource Planning (ERP) system that integrates Human Capital Management (HCM) and Utility Billing capabilities.
The County aims to modernize its existing technology stack to enhance operational efficiency and improve service delivery to its citizens.
This initiative aligns with the County's strategic priorities outlined in its 2040 Vision, which emphasizes excellence in governance and the development of multimodal infrastructure.

Work Details
The selected contractor will provide a single integrated ERP solution that includes:
1. **ERP System**: A modern, intuitive ERP system that supports financial management, human resources, and utility billing processes.
2. **HCM Capabilities**: Features for managing employee records, recruitment, payroll, and performance management.
3. **Utility Billing**: Tools for customer accounts management, meter reading, and billing processes.
4. **Implementation Services**: Comprehensive services for system setup, data migration, user training, and ongoing support.
5. **Maintenance & Support**: Ongoing technical support and system updates throughout the contract term.

Period of Performance
The contract will be executed over an initial term of five years for software licensing with options for three successive three-year renewals.
Managed services will have an initial term of three years with options for three successive two-year renewals.

Place of Performance
The services will be performed primarily at Stafford County's facilities in Virginia.
