DCR-VSP-Shenandoah River State Park Assorted Non-Capital Outlay-Paving Repairs - Warren County

Background
The Commonwealth of Virginia's Department of Conservation and Recreation is issuing this Invitation for Bid (IFB) for paving repairs at the Shenandoah River State Park. The goal is to obtain a qualified contractor to perform asphalt paving, improvements, general maintenance, and repairs on approximately 1000 square yards of asphalt access ways and accommodation parking areas.

This project is part of the FY2025 Non-Capital Outlay/Non-Transportation Paving initiative.

Work Details
The contractor shall provide a fixed price bid that includes all equipment, materials, labor, tools, and supervision necessary for the following tasks:

1) Repair existing surfaces of roadways and surrounding parking spaces in the Massanutten Parking Lot;
2) Scratch existing potholes and mill tie-in joints;
3) Add stone as necessary to achieve the existing height, crown, and compact;
4) Apply a liquid asphalt tack coat and overlay with 2 inches of SM 9.5 surface mix;
5) Ensure smooth transitions to grass edges or concrete walkways with shoulder stone;
6) Crown and grade roadways to improve drainage;
7) Remark parking space lines.

Additional work includes repairing assorted potholes identified throughout the park while ensuring compliance with all local, state, and federal regulations regarding paving services.

Period of Performance
The contract must be scheduled within 7 days of award by an approved purchase order and completed within 45 days of award or by May 29, 2025, whichever is later.

Place of Performance
The work will be performed at Shenandoah River State Park located at 395 Daughter of Stars Drive, Bentonville, Virginia 22610.
