Comprehensive Inmate Healthcare and Pharmacy Services

Background
The Southwest Virginia Regional Jail Authority (SWVRJA) is seeking proposals for comprehensive inmate healthcare services across its four facilities located in Abingdon, Duffield, Haysi, and Tazewell, Virginia.

The SWVRJA's mission is to provide safe and secure detention for inmates while ensuring their health and well-being. The goal of this contract is to deliver medically necessary services that are cost-effective and adhere to quality standards established by the Commonwealth of Virginia Board of Local and Regional Jails, the National Commission on Correctional Health Care, and the American Correctional Association.

Work Details
The contractor will provide a comprehensive program of inmate healthcare services including:
1. On-site medical services program: Initial physical assessments, ongoing evaluation and treatment of medical conditions, stabilization of urgent/emergency medical/psychiatric conditions, discharge planning, and medication management.

2. On-site dental services program: Initial assessments, extractions, examinations, and emergency treatment.

3. On-site mental health care delivery program.

4. Off-site preferred provider network: Access to hospitals, physicians, and ancillary medical providers for services not available on-site. SWVRJA currently utilizes Anthem for off-site medical services.

Period of Performance
The contract will be effective for three years starting from April 1, 2025, with options to renew for three additional two-year terms unless terminated with a 180-day notice prior to the end of the term.

Place of Performance
Services will be performed at four facilities located in Abingdon (15205 Joe Derting Drive), Duffield (1037 Boone Trail Road), Haysi (1550 Kiwanis Park Road), and Tazewell (115 Court Street), Virginia.
