Bedford County & Bedford County Schools Benefit Consulting Services

Background
The County of Bedford, Virginia, along with Bedford County Public Schools, is seeking proposals from qualified firms to provide benefit consulting services. The goal of this contract is to assist in developing a competitive benefits program for the County's employees, which includes approximately 625 benefit-eligible employees from Bedford County and 1,081 from Bedford County Schools. The current benefits program encompasses various plans such as health, dental, vision, and retirement plans.

Work Details
The selected firm will provide a range of benefit consulting services including:

1. Assistance with benefit design and evaluation.
2. Contract negotiation and ongoing evaluation of benefit plans.
3. Compliance education and maintenance regarding government regulations (e.g., PPACA, FMLA, COBRA).
4. Recommendations for comprehensive employee benefits programs that align with cost objectives to attract and retain employees.
5. Tracking and reporting on the performance of benefit plans quarterly.
6. Continuous review of employee benefits programs to ensure compliance with regulations.
7. Consultation for government mandates and assistance in developing Open Enrollment processes.
8. Evaluation of alternative financing mechanisms for benefits.

Period of Performance
The initial contract period will be for one year starting July 1, 2025, with an option to renew for four additional one-year periods at the County’s discretion.

Place of Performance
Services will be performed in Bedford County, Virginia.
