Badges and Insignia for DWR Conservation Police

Background
The Commonwealth of Virginia Department of Wildlife Resources (DWR) is issuing this Invitation for Bids (IFB) to obtain a contractor to furnish and deliver badges and insignia made by Blackinton and Smith and Warren. These items will incorporate designs specific to the Virginia Department of Wildlife Resources Conservation Police. The purpose of this contract is to support the law enforcement activities of Conservation Police Officers who enforce laws related to hunting, fishing, and boating, ensuring public safety in Virginia's natural resources.

Work Details
The contractor will provide the following items:

1. Badges from Blackinton and Smith and Warren, including a regular size badge (Blackinton B544) for Conservation Police Officers, with specific dimensions (Height: 2 ½”, Width: 1 5/8”).

2. Custom items including a Tie Pin (1” with DWR Logo - Gold) and a Hat Pin (1.35” with DWR Logo - Gold).

3. Smith & Warren Lifesaving Service Bar (Custom) and Lifesaving Medal (Custom), both with specified finishes and attachments.

The contractor must submit proofs/artwork for approval before production begins. Additionally, the contractor must maintain physical and cybersecurity measures to protect DWR's proprietary designs.

Period of Performance
The contract period will commence from the date of signature through March 31, 2027, with options for three one-year renewals.

Place of Performance
The work will be performed at the DWR headquarters located at 7870 Villa Park Drive, #400 Henrico, VA 23228.
