Arlington Public Library People Counting System

Background
Arlington County is soliciting bids for the provision, installation, and ongoing maintenance and support of an electronic networked directional people counting system at eight Arlington Public Library locations. The County aims to enhance its operational efficiency by accurately tracking patron entry and exit data.

The anticipated contract will be for a term of five years, starting with an initial twelve-month term followed by four optional twelve-month renewals based on satisfactory performance.

Work Details
The contractor shall provide all labor, tools, materials, equipment, fuel, transportation, overhead, and incidentals necessary to furnish, install, and maintain the people counting system. The hardware must include stereoscopic (3D) counters capable of accurately counting patrons as they enter and exit library facilities.

Counters must be mountable indoors at public entrances and connect to the County's data infrastructure via ethernet cable. The software must be hosted by the contractor and provide real-time data reporting accessible to library staff through secure authentication. It should distinguish between individuals and groups while minimizing counting errors.

Additionally, the contractor must coordinate with library staff for installation during normal working hours and ensure minimal disruption to library operations. Training for library staff on system operation is required as well as offsite support for troubleshooting.

Period of Performance
The contract will commence upon receipt of a Purchase Order (PO) from the County and will last for an initial term of twelve months with options for up to four additional twelve-month extensions based on satisfactory performance.

Place of Performance
The services will be performed at eight specified Arlington Public Library locations in Arlington, Virginia.
