Alternative Student Transportation

Background
The School Board of Stafford County, doing business as Stafford County Public Schools, is issuing this Request for Proposal (RFP) to establish one or more term contracts for Alternative Student Transportation services.

Stafford County is rapidly becoming an urban community and currently ranks as one of the fastest growing counties in Virginia and the nation. The estimated population of Stafford County is approximately 146,649. The school district operates 17 elementary schools, 8 middle schools, 5 high schools, and several other educational facilities, with plans to open additional schools during the contract period.

Work Details
Stafford Schools seeks proposals from qualified firms to provide Alternative Student Transportation services that will supplement the existing school bus transportation program.

Services will include transporting McKinney-Vento students, Foster Care students, and students requiring specialized transportation (IEP or 504). The successful offeror(s) will coordinate with Stafford Schools’ Coordinator of Routing to schedule services and ensure compliance with safety regulations. Specific requirements include:
- Coordination with Stafford Schools for scheduling.
- Payment of all operational costs including tolls and fuel.
- Provision of vehicles that meet federal and state safety standards.
- Drivers must be at least 18 years old with valid licenses and clean driving records.
- Vehicles must be wheelchair accessible and equipped with necessary safety equipment.
- Invoicing based on a Base Trip Charge plus additional mileage as needed.

Period of Performance
The contract will be effective for a period of one year beginning from the date of award, with the possibility of renewal for up to eight additional successive one-year periods.

Place of Performance
Services will be performed within Stafford County, Virginia.
