Background
The Department of Behavioral Health and Developmental Services (DBHDS) serves as the Commonwealth of Virginia's authority for public behavioral health and developmental services. DBHDS is responsible for licensing public and private providers and community services throughout Virginia, ensuring that individuals with behavioral health disorders or developmental disabilities receive appropriate treatment, training, support, and habilitation.

The agency aims to provide quality services that promote community integration and compliance with the Americans with Disabilities Act (ADA) and related regulations. This solicitation seeks to establish a term contract for conducting Quality Service Reviews (QSRs) to evaluate the quality of services provided under the Medicaid Home and Community-Based Services (HCBS) Waiver program.

Work Details
The contractor will perform Quality Service Reviews (QSRs) for a statistically significant sample of individuals receiving Home and Community-Based Waiver services. The reviews will include:
1. Face-to-face interviews with individuals, relevant professional staff, and others involved in the individual's life.
2. A review of provider documentation including individual service records, performance data, training records, policies, procedures, and quality improvement plans.
3. In-person observations of service provision.
4. Evaluation of whether individuals' needs are identified and met through person-centered planning.
5. Assessment of safety, health, stability, choice, community inclusion, access to services, and provider capacity.
6. Recommendations for improving provider quality improvement strategies.

Contractor staff must have relevant qualifications including degrees in human services fields and experience in conducting reviews.

Period of Performance
The contract period is one year from the date of DBHDS execution with options for renewal.

Place of Performance
Work will be performed throughout the Commonwealth of Virginia.
