25-28-3221AM Microwave Radio System Upgrade

Background
Hanover County, Virginia is seeking to replace and upgrade its current Microwave Radio System to ensure the reliability of critical public safety infrastructure. The County has a population of approximately 100,000 and covers an area of 471 square miles. The existing system employs a Harris Constellation Microwave Radio system that supports the Motorola Project 25 radio network for mission-critical communications. The goal of this Request for Proposal (RFP) is to solicit proposals from qualified Offerors that detail comprehensive solutions including costing and product specifications.

Work Details
The Contractor shall furnish, install, and implement all necessary equipment, materials, supplies, and software for the upgrade of the current Microwave Radio System. All equipment must be new. The solution must include:

1. Upgrading the microwave system from a combination of 6 and 11 GHz to a complete 11 GHz system.
2. Maintaining current microwave path reliability.
3. Limiting downtime during installation.
4. Providing consulting, training, project management services, and ongoing support after implementation.
5. Implementing a phased approach for licensing and installation in compliance with Federal Communications Commission Standards.
6. Enhancing connectivity for the Motorola 800 MHz Trunked radio system used by public safety departments.

Period of Performance
The contract period will commence from the award date through the completion of the project upgrade, which includes renewals for licensing.

Place of Performance
The services will be performed at Hanover County, Virginia, specifically at the Emergency Communications Department located at 7501 Library Drive, Hanover, VA 23069.

Bidder Requirements
Offerors must be registered in eVA (Virginia's electronic procurement solution). The Contractor must have at least five years of related experience and comply with all local, state, and federal laws applicable to the work performed under this contract.
