2025-06 Capital Impact Study & Model Development

Background
Goochland County, Virginia, is seeking consulting services to complete a Capital Impact Study and Model Development. The County, known for its rural landscapes and proximity to Richmond, has a population of approximately 27,000. The purpose of this RFP is to ensure compliance with state law regarding cash proffers for new residential developments. These have been calculated using a Capital Impact Model since 2018, which needs updating as the last revision was in 2018.

Work Details
The successful contractor will develop a Capital Impact Model to assess the costs associated with new residential developments on various capital facilities including:

- Public Schools
- Parks and Recreation
- Public Safety (Sheriff, Fire and Rescue, Animal Protection)
- Transportation
- Library
- General Government
- Courts
- Environmental Services/Solid Waste.

The model will determine cash proffer amounts based on the impacts identified. The scope includes several tasks:

1. Project Initiation/Data Acquisition: Understand land use planning issues and refine project goals with County staff.
2. Recommend Land Use Projections: Analyze current demographics and project future growth over 20 years.
3. Determine Capital Facility Needs: Evaluate the impact of development on facility needs and identify eligible costs for cash proffer funding.
4. Evaluate Allocation Methodologies: Recommend appropriate methodologies for calculating capital impacts.
5. Determine Need for Credits: Assess potential credits due to developer contributions.
6. Prepare Capital Impact Model and Summary Report: Develop a user-friendly model in Excel or Visual Basic and prepare a comprehensive report summarizing findings.

Period of Performance
The contract will last for one year from the execution date with options to renew for up to two additional one-year terms, totaling a maximum of three years.

Place of Performance
The services will be performed in Goochland County, Virginia.

Bidder Requirements
Offerors must demonstrate experience in Local Government Capital Planning or related fields for at least three years and provide examples of similar work completed within the last five years. They must be licensed to do business in Virginia and submit documentation proving their qualifications along with a completed W-9 form.
