159645 Animal Carcass Removal & Disposal Services

Background
The Virginia Department of Transportation (VDOT) is issuing this solicitation for bids to provide on-call, as-needed dead animal carcass removal and disposal services on primary and secondary routes within Loudoun County. The goal of this contract is to ensure the timely and proper disposal of animal carcasses found on VDOT owned roadways and right-of-ways, thereby maintaining public safety and environmental standards.

Work Details
The Contractor shall provide all necessary labor, supervision, vehicles, fuel, equipment, smart devices for tracking app usage, traffic control, tools, supplies, and incidentals required to remove and properly dispose of dead animal carcasses.

The Contractor must coordinate with approved local landfills or other disposal facilities for legal disposal and assume all associated fees. The Contractor will be notified by any of the four Loudoun VDOT Area Headquarters regarding specific locations and types of carcasses to be removed. Carcasses must be removed no later than close of business the day following notification from VDOT. If required, multiple crews may be deployed simultaneously to meet this timeline.

Carcasses must be disposed of at the end of each workday; no VDOT dumpsters are to be used for disposal. A Daily Work Log must be maintained for verification purposes, including details such as date and time of notification received from VDOT, location of pick-up, type of animal disposed, and disposal site information. Additionally, the Contractor is required to report removals using the VDOT Wildlife Carcass Removal Tracking app.

Period of Performance
The contract period is from July 8, 2025, through July 7, 2026, with four optional renewal periods.

Place of Performance
The services will be performed throughout Loudoun County along primary and secondary roadways.
