Background
The Commonwealth of Virginia, through the Department of State Police, is issuing this Unsealed Invitation for Bid (UIFB) to establish a one-year contract with a qualified firm for the purchase of customized promotional items for the Virginia State Police Recruitment Unit.
The goal is to enhance recruitment efforts through effective promotional materials while ensuring compliance with specified terms and conditions.

Work Details
The contractor will provide customized promotional items on an as-ordered, as-needed basis. The items must include:
1. Round Stress Balls: Custom 2.52” diameter stress balls in PMS 282C (Navy Blue) with specific imprint requirements.
2. Stylus Twist Pens: Blue stylus twist pens with rubber grips and custom white imprints.
3. Aluminum Carabiners: Blue aluminum carabiners with split key rings and specific imprint text.
4. Hand Sanitizer Bottles: 1 oz. bottles with full-color branding, compliant with FDA and CDC standards.
5. Silicone Cell Phone Wallets: Adhesive silicone wallets in PMS 282C with custom imprints.
6. Clear Acrylic Brochure Stands: 13” x 9.4” stands accommodating 8” x 8” brochures.
All items must be of high quality, packaged appropriately for shipment, and delivered within 30 calendar days upon approval of proofs/samples.

Period of Performance
The contract will commence on the date of award and will last for a period of one year, not renewable.

Place of Performance
All products will be delivered to the Virginia State Police headquarters located at 7700 Midlothian Turnpike, North Chesterfield, Virginia 23235.

Bidder Requirements
Bidders must be registered in eVA to submit their bids electronically.
The solicitation is set-aside for DSBSD-certified micro businesses or small businesses when designated as such in the solicitation.
Bidders must comply with all applicable laws and regulations, including maintaining a drug-free workplace and providing required insurance coverage.
