Background
The Commonwealth of Virginia, through the Department of State Police, is issuing this Invitation for Bids (IFB) to establish a term contract with a qualified contractor for the provision and delivery of Shooting Range Panels and Blocks. The goal is to supply these essential materials to the Virginia State Police Driver Training Complex located at 1875 Ridge Road, Blackstone, VA 23824.

Work Details
The contractor shall furnish and deliver the following goods:

1. **Ballistic Rubber Panels**
- Manufacturer: Dura-bloc™
- Quantity: 120 each
- Specifications:
- Dimensions: 24" x 24"
- Weight: Not to exceed 37 lbs per panel
- Material: Cold-pressed ballistic rubber specifically designed for firearms ranges
- Features: Minimizes ricochet hazards, reduces airborne lead contaminants, withstands extreme conditions, encapsulates rounds with self-healing properties.

2. **Ballistic Rubber Blocks**
- Manufacturer: SureShot Rubber™
- Quantity: 800 each
- Specifications:
- Dimensions: 9" x 12" x 24"
- Weight: Not to exceed 100 lbs per block
- Material: Cold-pressed ballistic rubber specifically designed for firearms ranges
- Features: Minimizes ricochet hazards, reduces airborne lead contaminants, withstands extreme conditions, encapsulates rounds with self-healing properties.

All products must be new and unused, packed to prevent damage during shipment, and delivered FOB destination. Freight and shipping charges must be included in the unit price. The Virginia State Police may place additional orders within the first ninety (90) days after contract award at the original unit price.

Period of Performance
The contract period will commence from the date of award until final delivery of goods.

Goods are to be delivered to the Virginia State Police Driver Training Complex at 1875 Ridge Road, Blackstone, VA 23824.
