2024 SLVECC Consulting NENE Standard Project RFP

Background
The Salt Lake Valley Emergency Communications Center (SLVECC) is a leading provider of emergency communications located in West Valley City, UT. SLVECC processes over 1.1 million calls annually and aims to enhance its processes, policies, systems, and technology in response to the growing population in the Salt Lake Valley. The goal of this contract is to seek consulting expertise to improve quality assurance and staffing allocation, ensuring compliance with state and National Emergency Number Association (NENA) standards.

Work Details
The selected consulting firm will be required to:

1. Deliver a comprehensive written overview of the needs assessment.
2. Conduct a verbal presentation of findings to the Executive Director and Board of Trustees.
3. Identify short-term improvements and strategic implementations over the next three to five years.
4. Ensure compliance with state mandates regarding transfer rates between Public Safety Answering Points (PSAPs).

The proposal must address various evaluation criteria including program governance, strategic planning, operational effectiveness, business intelligence, technology planning, department culture, quality assurance, project management, project acceptance criteria, and vendor qualifications.

Period of Performance
The contract will be performed over a period of three to five years as improvements are implemented.

Place of Performance
The contract will be performed at the Salt Lake Valley Emergency Communications Center located at 5360 S Ridge Village Dr, West Valley City, UT 84118.
