Background
The Department of Public Safety (DPS) of the State of Texas is seeking to award a contract for the implementation of a modernized TXGANG application. This initiative aims to meet DPS's requirements for a cloud-hosted intelligence system that serves as the state repository for criminal street gang and foreign terrorist organization intelligence data, as mandated by Texas Code of Criminal Procedure §67.052.

The new system must comply with federal and state regulations, including the Federal Risk and Authorization Management Program (FedRAMP) Level High or TX-RAMP Level II certification standards.

Work Details
The contractor will provide a comprehensive solution that includes:
1. A fully integrated and managed cloud-hosted TXGANG application that meets FBI CJIS Security Policy compliance.
2. Implementation phases including Planning, Discovery, Execution, and Closeout with specific deliverables such as Project Management Plan, System Requirements Specification, Technical Architecture Design, Data Migration Plan, Disaster Recovery Plan, Training Plan, and Final Acceptance documentation.
3. Maintenance and support services post-implementation including software updates and fault correction services.
4. Training for DPS personnel on system usage and administration.
5. A detailed approach to data migration from the legacy system to the new TXGANG solution ensuring data integrity and compliance with all relevant standards.

Period of Performance
The contract term commences upon the effective date stated in the signing document or purchase order and expires five years from that effective date. There is an option for a six-month extension if necessary.

Place of Performance
The work will be performed in the United States as all work related to this contract must be conducted domestically.

Bidder Requirements
Respondents must provide evidence of financial stability through audited financial statements or equivalent documentation. They must also demonstrate compliance with FBI CJIS Security Policy and other relevant regulations. The primary contractor must assume responsibility for the overall solution.
