The intent of this RFI is to seek information from qualified service providers to conduct a comprehensive tree inventory and to develop a tree planting and maintenance plan for the City of Austin public trees. This plan aims to enhance the benefits of the urban forest while mitigating risks associated with unmaintained trees.
Background
The City of Austin is seeking qualified service providers to conduct a comprehensive tree inventory and develop a tree planting and maintenance plan for its public trees. This initiative aims to enhance the urban forest's benefits while mitigating risks associated with unmaintained trees.

The project aligns with Resolution No. 20240418-051, which emphasizes the importance of trees in Austin. The City manages over 46,000 acres with an incomplete tree inventory and aims to achieve 50% tree canopy cover by 2050.

Work Details
The Contractor will perform a detailed inventory of public trees within the City’s Full Purpose Jurisdiction, including trees in street rights-of-way, parks, urban trails, municipal facilities, and wildlands. The inventory will exclude certain areas such as Austin Bergstrom International Airport and leased properties.

The Contractor may utilize various data collection methods including conventional ground-based inventories using GIS/GPS technology, terrestrial LiDAR scans for creating 3D models, or aerial remote sensing techniques. The inventory must identify tree locations and collect data attributes such as species identification, diameter at breast height (DBH), condition assessment, and GPS coordinates.

Additionally, the Contractor will develop a tree planting and maintenance plan based on the collected data that includes cost/benefit analysis for maintenance scenarios, optimal pruning cycles, prioritized planting areas, and goals for species diversity.

Period of Performance
The tree planting and maintenance plan is due within six months after the completion of the tree inventory.

Place of Performance
The contract work will be performed within the City of Austin's Full Purpose Jurisdiction.
