Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for prescription drug program report monitoring services, which will be utilized by both HHSC and the Department of State Health Services (DSHS).

Work Details
The contractor will provide data reporting services for the Texas Prescription Drug Monitoring Program in compliance with the SUPPORT Act and Medicaid requirements. This includes submitting detailed reports on prescription drug monitoring and controlled substance prescribing trends to HHSC. The contractor will collect, analyze, and report data on prescription drug use and controlled substance prescriptions, ensuring compliance with federal and state guidelines.

Specific reporting metrics include:
1. Summary Reporting Deliverable:
- Percentage of Covered Providers querying the PMP before prescribing controlled substances.
- Average daily Morphine Milligram Equivalents (MME) prescribed per covered individual.
- Average daily MME prescribed for individuals receiving opioids.

2. Controlled Substance Reporting Deliverable:
- Metrics on aggregate controlled substance prescriptions categorized by age groups, disability status, and specific substances prescribed.
- Reports must be formatted according to CMS specifications, covering various controlled substances including opioids, benzodiazepines, and stimulants.

The contractor is responsible for providing reports in an aggregate format, ensuring data is de-identified where necessary, with metrics exportable in CSV format.

Period of Performance
The anticipated contract start date is upon award, with the first Section 5042 report due by May 1st annually. Ongoing delivery of patient and provider rosters may occur monthly.

Place of Performance
Services will be provided from the contractor's place of business.
