Request for Qualifications RFQ 2025-026, Waco MPO SmartCorridor Plan Project. Sealed Qualifications will be accepted at the City ofWaco's Operations Center, 1415 N. 4th Street, Waco, TX until 2:00 P.M.,Thursday, April 10, 2025. The City of Waco Smart Corridor Plan is acomprehensive effort led by the Waco Metropolitan Planning Organization (MPO)to develop a forward-looking, equitable, and technology driven transportationstrategy for the region. The project encompasses a detailed assessment ofcorridor infrastructure, travel behavior, land use, and emerging technologies,with a strong emphasis on addressing equity and justice considerations. Byintegrating academic research, stakeholder input, and innovative planningapproaches, the Smart Corridor Plan aims to create actionable solutions thatenhance mobility, sustainability, and quality of life. The project includes thedevelopment of corridor typologies, multimodal and freight strategies, scenarioplanning, and a final implementation roadmap, all supported by a demonstrationof smart technology applications. Background
The Waco MPO Smart Corridor Plan Project is initiated by the Waco Metropolitan Planning Organization (MPO) to create a forward-looking, equitable, and technology-driven transportation strategy for the region. This comprehensive effort aims to assess corridor infrastructure, travel behavior, land use, and emerging technologies while emphasizing equity and justice considerations.

The project seeks to integrate academic research, stakeholder input, and innovative planning approaches to enhance mobility, sustainability, and quality of life in the region.

Work Details
The project involves several key components:
1) Conducting a detailed assessment of existing infrastructure along a 9-mile segment of U.S. Highway 84, including roadways, intersections, pedestrian facilities, and transit systems;
2) Analyzing current travel patterns and modes of transportation;
3) Evaluating land use and development patterns;
4) Developing an equity-focused evaluation of transportation access;
5) Identifying smart transportation technologies for deployment;
6) Creating future scenarios to model potential improvements;
7) Facilitating stakeholder engagement;
8) Ensuring compliance with federal grant requirements;
9) Completing necessary design and engineering work;
10) Developing a comprehensive implementation plan that prioritizes projects and timelines; and
11) Delivering a complete Waco Smart Corridor Plan document that synthesizes all research and recommendations.

Period of Performance
The project is expected to be completed by June 30, 2027.

The project will be conducted in Waco, Texas, specifically along the U.S. Highway 84 corridor.
