Background
Dallas College, a political subdivision of the State of Texas, operates seven campuses and other facilities in Dallas County, Texas. This Request for Proposal (RFP) seeks competitive offers for consulting services focused on operational change management. The goal is to enhance internal staff mobility and performance management capabilities, allowing staff to independently navigate their career paths within the organization.

Work Details
The consulting services required include:

1. Change Management Strategy Development: Identify stakeholder groups, develop change management RACI, facilitate stakeholder alignment on change scope and risks, and establish KPIs/success indicators.

2. Change Communications: Identify communication channels, develop a communications plan, and implement it effectively.

3. Change Champion Network: Develop a plan for a change champion network and facilitate regular meetings to address issues.

4. Change Readiness & Impact Assessment: Conduct readiness interviews and assessments with stakeholders and adjust strategies based on findings.

5. Training Needs Assessment: Assess existing training materials and develop an upskilling plan.

6. Hypercare Support: Conduct post-implementation listening campaigns and monitor change KPIs while making necessary adjustments based on feedback.

Period of Performance
The contract will be for one year from the date of award, with an option for Dallas College to extend the contract for an additional six months, totaling up to eighteen months if all options are exercised.

Place of Performance
The services will be performed at Dallas College facilities located in Dallas County, Texas.
