Revenue Generating Vending Machine Services for Rusk State Hospital

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for revenue-generating facility vending machine services for Rusk State Hospital (RSH). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.

Work Details
The awarded Contractor shall provide facility vending machine services at Rusk State Hospital, which includes installing, maintaining, replenishing, and repairing or replacing a total of six (6) refrigerated vending machines and five (5) snack machines on the RSH campus.

All machines must have bill-changing devices and debit/credit card readers that accept all major credit cards. The Contractor will select brands and prices for items sold but must offer a wide selection at competitive prices while adhering to restrictions on certain products such as glass containers, aluminum cans, peanut products, or energy drinks.

The Contractor must also maintain cleanliness, ensure product safety, provide a cash fund for refunds, absorb monetary shortages due to theft or malfunctioning machines, and affix instructions on each machine regarding operation and reporting malfunctions. Upon termination of the contract, all equipment must be removed within ten (10) business days.

Period of Performance
The anticipated contract start date is upon award. The contractor shall perform services Monday through Friday during regular business hours and respond to service calls within four hours. Emergency services may be required outside regular hours with a response time of one hour.
