Background
The City of Melissa is seeking to select a Construction Manager at Risk (CMAR) for the construction of a new Fire Station #2. This project aims to provide a complete and usable facility for the City, which can be operational immediately upon acceptance.

The construction will take place on a 90-acre city-owned property known as Melissa Lake Park, located at the southwest corner of Liberty Way and Throckmorton Road. The anticipated construction start date is April 2025, with completion expected in the third quarter of 2026.

Work Details
The selected CMAR will be responsible for the following services:
- Provide pre-construction services including analyzing proposed designs and offering value engineering suggestions.
- Develop cost estimates and manage subcontractor bidding/negotiation services.
- Work closely with the City's contracted architect throughout the project.
- Manage Guaranteed Maximum Price (GMP) documentation and establish budgets by bid package for design components.
- Prepare, execute, and manage contractor/subcontractor bid or proposal packages.
- Conduct pre-bid and pre-construction meetings with all subcontractors.
- Award contracts/purchase orders and coordinate/manage subcontractors.
- Conduct progress meetings with on-site trade foremen or superintendents.
- Review and process pay requests from subcontractors, summarize monthly reports, provide change order control, maintain quality control/assurance programs, supervise construction, track costs, review shop drawings, maintain construction schedules updated bi-weekly, develop safety programs, provide temporary job site facilities/services, accounting functions, job site security/control access, and post-construction services including close-out procedures and warranty walk-throughs one year after project completion.

Period of Performance
The anticipated period of performance for this contract is from April 2025 to the third quarter of 2026.

Place of Performance
The contract will be performed at Melissa Lake Park in Melissa, Texas.
