Request for Proposals for Strategic Planning Services

Background
Integral Care is a community-based organization providing behavioral health and intellectual/developmental disabilities services in Travis County, Texas. Established in 1967, it operates under Chapter 534 of the Texas Health and Safety Code and is classified as a 501(c)(3) tax-exempt organization.

The agency aims to evaluate community needs, develop policies, coordinate services, and ensure equitable access to care. Integral Care's mission includes addressing racial inequities and fostering an inclusive environment for both staff and clients.

Work Details
Integral Care seeks proposals for Strategic Planning Services to develop a comprehensive strategic plan guiding the organization for the next three fiscal years (FY26-28). The Successful Proposer must have experience with local governmental, nonprofit, or behavioral health organizations and extensive strategic planning experience.

Key tasks include:
1. Collaborating with Integral Care staff and Board to design a process for developing a written Strategic Plan with prioritized goals.
2. Gathering input from diverse stakeholders through surveys, focus groups, and meetings.
3. Designing and facilitating two half-day retreats with the Board.
4. Reviewing prior strategic plans and incorporating relevant data into the new plan.
5. Identifying additional data needed for informed decision-making regarding policy issues, behavioral health trends, stakeholder analysis, risk/opportunity analysis, environmental scans, and budget projections.
6. Providing guidance on the outline of the Strategic Plan and preparing a measurable document suitable for presentation to stakeholders.

Period of Performance
The contract will commence approximately on January 1, 2025, with the final Strategic Plan due by May 15, 2025.

Place of Performance
The services will be performed in Travis County, Texas.
