Request For Proposals For Strategic Planning Services

Background
The Gulf Coast Center (GCC) is a Certified Community Behavioral Health Clinic as well as an agency of the State of Texas established to plan, coordinate, develop policy, develop and allocate resources, supervise, and ensure the provision of community-based mental health and intellectual and developmental disability services for the residents of Galveston and Brazoria Counties, Texas. The Center is a community center under Chapter 534 of the Texas Health and Safety Code, and is classified by the Internal Revenue Service as a 501(c)(3) tax-exempt organization. The mission is to provide accessible, efficient and quality services to support the independent and healthy living of those served.

Work Details
Gulf Coast Center is seeking proposals from qualified Proposers to provide guidance and a plan for the implementation of GCC’s goals and objectives as detailed in Attachment A which will guide GCC over fiscal years “FY 2024-2026” (this plan being referred to herein as the “Strategic Plan”).
The Successful Proposer must have experience with and understanding of community centers, certified community behavioral health clinics, units of governments, and/or health care entities. The Successful Proposer must also have extensive strategic planning experience (including the ability to coordinate and facilitate the planning process), work with the GCC’s Board, engage diverse internal and external stakeholders, and create a Strategic Plan document that is measurable and suitable for presentation to GCC’s Board, GCC’s employees, Participants, and the Galveston and Brazoria County community. The Strategic Plan must outline specific implementation strategies and steps that GCC should take to be successful on its goals and objectives. The Successful Proposer shall develop a Strategic Plan that reflects the current environment and anticipated future changes in the healthcare system in which GCC operates by completing specific activities detailed in the solicitation.

Period of Performance
The contract will commence on approximately July 24, 2024. The Successful Proposer shall deliver the completed, finalized Strategic Plan no later than December 31, 2024.

The services will be performed at Gulf Coast Center's location at 4444 W. Main League City, TX 77573.
