Pursuant to Chapters 2155 and 304 of the Texas Government Code, the Texas Comptroller of Public Accounts issues this Request for Proposals No. 239a (the RFP ) to solicit responses (Proposals) from qualified persons or entities to provide consulting services related to legislation analysis, costing, and implementation planning related to the establishment of Education Savings Accounts (ESA) or similar school choice programs (Services). Successful Respondent will be expected to begin performance of the contract on or about January 2, 2025, or as soon thereafter as practical.
The anticipated schedule of events is as follows: Issuance of RFP November 19, 2924, after 10:00 a.m. CT; Questions Due December 3,2024, 2:00 p.m. CT; Official Responses to Questions posted December 6, 2024; Proposals Due December 18, 2024, 2:00 p.m. CT; Contract Execution January 2, 2025, or as soon thereafter as practical; Commencement of Work January 2, 2025. Comptroller reserves the right, in its sole discretion, to modify this schedule of events. Notice of changes will be posted on the Electronic State Business Daily. Background
The Texas Comptroller of Public Accounts issues this Request for Proposals No. 239a to solicit responses from qualified persons or entities to provide consulting services related to legislation analysis, costing, and implementation planning for the establishment of Education Savings Accounts (ESA) or similar school choice programs.
The agency anticipates that several bills will be introduced in the upcoming legislative session and seeks assistance in analyzing these bills to determine their fiscal and operational impacts. The goal is to develop reliable estimates for any ESA-related legislation that may be enacted.
Work Details
The Successful Respondent will provide a range of consulting services including:
- Analysis of legislative bills related to ESAs.
- Development of fiscal notes for proposed legislation.
- Creation of a project work plan for implementation.
- Planning for the implementation of ESA programs.
- Drafting rules and regulations necessary for program operation.
- Development of Requests for Proposals (RFPs) and evaluation of responses.
- Contract development for service providers.
- Assistance with program implementation, including creating outreach materials, application forms, customer service manuals, and participant handbooks.
- Selection criteria development for eligible expenses and providers, as well as confirmation processes for applicant eligibility.
Additionally, the Successful Respondent must not participate in developing proposals for any RFPs issued by the Comptroller related to ESA programs.
Period of Performance
The contract is expected to commence on January 2, 2025, and will continue through August 31, 2026. There are options to extend the contract for two additional one-year periods until August 31, 2028.
Place of Performance
The services will primarily be performed at the facilities of the Successful Respondent but may also require presence at Comptroller offices as needed.
