Background
The Texas Parks and Wildlife Department (TPWD), through its Communications Division, is seeking bids to establish a blanket contract for closed captioning services. This initiative aims to enhance accessibility for TPWD television programs, documentaries, and other productions by providing necessary video services such as conversion, copying, and encoding.

The primary focus is on the weekly Texas Parks and Wildlife television series, although similar services may be required for other productions as identified.

Work Details
The contractor will provide the following services:
1) Closed Captioning creation and Quality Control for 26 shows of the TPWD TV Show (26 minutes, 30 seconds each);
2) Creation of Broadcast Deliverables for the same shows;
3) File creation, closed captioning, and duplication for approximately 78 segments of video streaming;
4) Mailing and delivery of all final products.

Specific requirements include: all captioning must be verbatim to the program, encoded as EIA-608/708 compliant captions, and delivered in a timely manner. Quality control measures must ensure that captions do not cover critical visual elements and adhere to broadcast standards.

Period of Performance
The contract will commence on November 1, 2024, and continue through August 31, 2026. There is an option to renew the contract for up to three additional one-year periods based on mutual agreement and performance.

Place of Performance
The services will be performed at the contractor's facility with materials provided by TPWD delivered to the contractor's location. Final products will be delivered to TPWD's designated locations in Austin, Texas.
