Hydraulic Oyster Patent Tong System and a Hydraulic Power Unit (HPU) with accessories

Background
The Texas Parks and Wildlife Department (TPWD) is seeking to purchase a Hydraulic Oyster Patent Tong System and a Hydraulic Power Unit (HPU) manufactured by Coastal Hydraulics, along with necessary accessories.
This equipment is intended for installation on a new research vessel currently under construction for TPWD.
The goal of this procurement is to enhance the capabilities of the Coastal Fisheries Restoration and Artificial Reefs Team, which relies on this equipment for sampling natural and restored oyster reefs.
The specifications for the equipment are dated November 2024.

Work Details
The contract involves the provision of the following items:
1. Hydraulic Patent Tongs - Quantity: 1 Each
2. Hydraulic Power Unit - Quantity: 1 Each

Specifications include:
- Hydraulic System must have sufficient power to vertically displace approximately 300 pounds of sampling equipment and must not exceed 500 pounds in total weight.
All associated equipment must be included, with oversight from hydraulic engineers for installation by a third-party vendor.
- The Hydraulic Power Unit should have a fixed displacement pump rated for 8 gallons per minute at 1200 psi, an electric start, return line filter, high-pressure safety bypass, footprint not exceeding 45 inches by 30 inches, and weight not exceeding 300 pounds.
- A sectional hydraulic control valve capable of handling 8 GPM with specific configurations and weight limits.
- A Pull-Master PL-1 planetary winch with an 1100-lb capacity, dimensions not exceeding specified limits, and weight not exceeding 75 pounds.
- Control panel designed to house the hydraulic control valve with specific dimensions and weight limits.
- Tongs fabricated from carbon steel with specified dimensions to ensure they meet sampling requirements.

Period of Performance
The contract will commence upon issuance by TPWD and will automatically expire upon delivery date agreed upon and final acceptance by TPWD.

Delivery is to be made to Scully’s Aluminum Boats, Inc., located at 1011 Stephensville Rd., Morgan City, LA 70380.
