HHS0015754 State Supported Living Centers (SSLC) Monitoring

Background
The Texas Health and Human Services Commission (HHSC) is seeking a qualified Contractor to provide monitoring services at state-operated facilities (Centers) serving individuals with intellectual or developmental disabilities. The goal is to ensure compliance with standards set forth in the Settlement Agreement between the State of Texas and the U.S. Department of Justice (DOJ). This initiative follows a history of evaluations and agreements aimed at improving care and treatment for residents of these Centers.

Work Details
The Contractor will be responsible for consistent and fair monitoring of the State Centers, which includes comprehensive monitoring activities, onsite monitoring, oversight, development and implementation of training processes, technical assistance, and implementing quality improvement and assurance systems. Specific tasks include:

- Conducting on-site visits as requested.
- Aiding in establishing interrater agreements.
- Collaborating to identify trends or issues.
- Creating quality measures for resident outcomes.
- Assessing data systems for reliability.
- Providing data-based recommendations.
- Conducting independent analyses of data.
- Developing training processes for staff.
- Facilitating systemic learning activities.
- Providing enhanced technical assistance on corrective action plans.
- Assisting with maintaining communities of practice.

Period of Performance
The initial term of the contract will be five (5) years, with potential extensions based on operational needs.

Place of Performance
The services will be performed at various state-operated facilities across Texas known as State Supported Living Centers (SSLCs).

Bidder Requirements
Respondents must execute Exhibit A, HHS Solicitation Affirmations Version 2.6 and provide all required information as outlined in the solicitation. The contractor must maintain key personnel including a Project Manager with project management skills and a Data Analyst skilled in statistical data analysis.
