Description

The objective of this project is to develop and implement a single web portal that interfaces with the container terminal?s Terminal Operating Systems; TOS. This customer service portal will serve as a valuable tool for our customers to obtain real time information regarding their shipments, terminal announcements, appointments, along with many other enhancements that will streamline processes and greatly benefit our customers.
Background
The Port of Houston Authority, an independent political subdivision of the State of Texas, is seeking proposals for the development and implementation of a single web portal that interfaces with the container terminal’s Terminal Operating Systems (TOS).

The goal is to enhance customer service by providing real-time information regarding shipments, terminal announcements, and appointments. This initiative aims to streamline processes and significantly benefit customers who rely on the terminal's services.

Work Details
The project involves creating a web portal and mobile application that integrates with existing TOS and Gate Operating Systems (GOS) at Barbours Cut and Bayport container terminals.

Key functionalities include:
- User-friendly access to shipment information
- Configurable appointment functionality
- Configurable payment functionality
- Support for hazardous materials
- Post-implementation support for troubleshooting and enhancements.

The vendor must demonstrate an existing platform currently used in the industry.

Period of Performance
The services are to be completed within 365 calendar days from the Purchase Order date.

Place of Performance
The work will be performed at Port Houston facilities located in Harris County, Texas.

Bidder Requirements
Respondents must comply with all applicable Port Houston Authority policies, including participation in Small Business Development Program (SBDP) and Minority/Woman-Owned Business Enterprise (MWBE) initiatives. They must also provide documentation regarding their business structure and financial statements if required, while adhering to non-discrimination mandates.
