ESC Region 12 REQUEST FOR PROPOSALS FOR HEALTH BENEFITS CO-OPERATIVE

Background
The Education Service Center Region 12 (ESC12) is issuing a Request for Proposals (RFP) for a Health Benefits Co-Operative in partnership with the Universal Benefits Consortium (UBC).

The UBC aims to assist school districts across Texas in managing healthcare costs while simplifying the procurement process. Member districts can access top-tier vendors through an Interlocal Agreement, avoiding traditional proposal purchasing processes.

Work Details
The RFP seeks proposals for the following services:
1. Self-Insured Medical Claims Administration (Traditional ASO and Level-Funded Plans);
2. Large Case Management and Pre-Certification Services;
3. Preferred Provider Organization (PPO) Services;
4. Pharmacy Benefit Management (Retail and Mail Order);
5. Telemedicine Provider Services.

The UBC currently serves approximately 1,600 employees and 2,600 total covered lives across various groups, offering self-funded medical plans, level-funded medical plans, and fully insured plans. All medical plans include embedded telemedicine services at a $0 co-pay for both acute and behavioral health services.

Period of Performance
The contract will commence on September 1, 2025, with proposals due by March 13, 2025.

Place of Performance
The services will be performed primarily in Texas, specifically for school districts within the jurisdiction of ESC Region 12.
