The Texas Comptroller of Public Accounts ( Comptroller ), on behalf of its State Energy Conservation Office ( SECO ), issues this Request for Applications RFA No. ESTC-IIJA1-2024 ( RFA ) to solicit applications from eligible Texas public junior colleges or public technical institutes (hereinafter referenced as Institution or Institutions ) for grants to purchase supporting materials for energy efficiency courses.The anticipated schedule of events for this solicitation is as follows: Issuance of RFA Wednesday, January 3, 2024, after 10:00 a.m. CT; Written Questions Deadline Wednesday, January 17, 2024, 2:00 p.m. CT; Official Responses to Questions Posted January 24, 2024; Applications Deadline Friday, February 16, 2024, 2:00 p.m. CT; Contract Execution April 1, 2024; Commencement of Services April 1, 2024. Comptroller reserves the right, in its sole discretion, to modify this schedule of events and notice of changes will be posted on the Electronic State Business Daily ( ESBD ) at: http://www.txsmartbuy.com/sp. The complete RFA packet is attached to this Notice. Closing Date: Applications must be received in the Issuing Office specified in the RFA no later than 2:00 p.m. CT, on Friday, February 16, 2024. Late applications will not be considered.
Background
The Texas Comptroller of Public Accounts (“Comptroller”), on behalf of its State Energy Conservation Office (“SECO”), issues this Request for Applications RFA No. ESTC-IIJA1-2024 (“RFA”) to solicit applications from eligible Texas public junior colleges or public technical institutes (hereinafter referenced as “Institution” or “Institutions”) for grants to purchase supporting materials for energy efficiency courses. SECO administers and delivers a variety of energy efficiency programs which significantly impact energy costs and consumption in institutional, industrial, transportation, and residential sectors.

Work Details
The Energy Sector Training Centers Grant Program allows eligible public junior colleges or public technical institutes to purchase equipment for existing offered courses in the fields of energy efficiency and renewable energy technologies. Funding may be used to support up to three energy efficiency courses offered by an Institution. The anticipated schedule of events for this solicitation is as follows: Issuance of RFA – Wednesday, January 3, 2024; Written Questions Deadline – Wednesday, January 17, 2024; Official Responses to Questions Posted – January 24, 2024; Applications Deadline – Friday, February 16, 2024; Contract Execution – April 1, 2024; Commencement of Services – April 1, 2024.

Period of Performance
The contract will be performed over the period from April 1, 2024, to March 1, 2025.
