Description

The Texas A&M University System's objective in developing this RFP is to receive proposals from firms, experienced in reviewing, analyzing, and providing determinations of the best-value of proposed projects which may involve energy consumption, energy conservation, and/or energy production, to provide consulting for those project types identified in Section 3.2. The successful Respondent(s) will assist A&M System in assessing opportunities for entering into potential future agreements with other companies which may generate revenues, reduce energy usage or resource depletion, create local grid stability, or provide backup energy resources for A&M System at various locations across the State of Texas.

The Texas A&M University System (A&M System) is one of the largest systems of higher education in the nation, with a budget of $7.3 billion. It comprises 11 universities, a health science center, and various state agencies. The A&M System aims to optimize resource development and energy consumption across its campuses and facilities.

This Request for Proposal (RFP) seeks qualified firms to provide energy consulting services to assist in evaluating energy projects, enhancing energy efficiency, and exploring potential agreements that could lead to revenue generation or resource conservation.

Work Details
The selected Respondent(s) will provide a range of energy consulting services including:

1) Energy project evaluation (feasibility studies, economic impact assessments);
2) Land and resource feasibility studies (geotechnical assessments, land use planning);
3) Agreement negotiations (contract development for energy projects);
4) Energy consumption and conservation planning;
5) Energy production feasibility studies;
6) Energy storage feasibility analysis;
7) Regulatory compliance consulting;
8) Project finance advising;
9) Technology selection and integration;
10) Energy market analysis;
11) Infrastructure development consulting;
12) Legal advisory services for energy contracts;
13) Sustainability consulting; and
14) Stakeholder management.

Period of Performance
The contract will be effective upon execution for a period of three years, with the possibility of a two-year extension upon mutual agreement.

Place of Performance
The services will be performed throughout the State of Texas at various locations associated with the A&M System's member institutions.
