Description

The City of Austin seeks responses from contractors to provide Employee Assistance Program services for City employees, retirees, and anyone residing in their household.
Background
The City of Austin is seeking proposals from contractors to provide Employee Assistance Program (EAP) services for its employees, retirees, and their household members. The goal of this contract is to ensure that the City’s workforce has access to mental health support and counseling services, thereby enhancing employee well-being and productivity.

Work Details
The contractor will provide comprehensive Employee Assistance Program services, which include but are not limited to: short-term counseling, crisis intervention, supervisor training, substance abuse referral counseling, and a tobacco cessation program.

The EAP must include a mobile app and web-based services for employees and employers. Additionally, the contractor must administer the 'Take the High Road' program for safe rides home and provide ongoing training sessions as outlined in the scope of work. The contractor is also required to maintain a network of licensed clinicians and ensure that at least 90% of covered persons have access to providers accepting new patients.

Period of Performance
The contract will commence on January 1, 2026, and will run for an initial term of two years, with options for three additional one-year extensions.

Place of Performance
Services will be performed primarily within the City of Austin, Texas.

Bidder Requirements
Offerors must not be suspended or debarred from bidding on any Federal, State, or City contracts. They must comply with various Texas Government Codes regarding non-discrimination against firearm entities and energy companies.

Additionally, Offerors are encouraged to participate in the City’s Minority and Women-Owned Business Enterprises (M/WBE) Procurement Program but no subcontracting goals have been assigned due to insufficient opportunities.
