SCOPE: Inaccordance with the provisions of Texas Government Code, Chapter 2269,Subchapter G, Building Using Design-Build Method, in accordance with allapplicable federal, state, and local laws, and procedures adopted by the TexasFacilities Commission (TFC), TFC is requesting submittal of qualifications toprovide Design-Build (DB) services for a new state office building located onState Highway 130 in Pflugerville, Texas hereinafter described as TFC Project #23-007-3410(the Project).
ESTIMATED BUDGET: The estimated budget for the Scope of Workreferenced below and as further set forth in Attachment D Project Scope ofWork/Specifications is currently Twenty-five million dollars($25,000,000.00).
SCOPEOF WORK: TFC intends to award a DB firm to construct a single buildingon State-owned land located on State Highway 130 in Pflugerville, Texas. This building is targeted in a range of75,000 to 100,000 square feet.
A. This building is to provide highly configurableoverflow office space for state agencies in the central Texas region. Theamount of furnished space including FFE will be determined by the overallproject budget, a portion of the space may be left in shell condition suitablefor future expansion as funds become available.
B. Thebuilding shall be constructed of tilt-wall concrete or other appropriatestructural system as determined as best for the project with a single plyroofing system. The number of stories and final square footage is to bedetermined by the project budget.
C. Thefoundation system shall be determined by the site conditions. A geotechnical report shall be provided byTFC to the awarded DB.
D. Thisoffice building shall contain a central core on each floor consisting ofelectrical, mechanical and data rooms, restrooms, elevators, janitor closets,breakrooms, and other shared spaces deemed necessary by TFC. Hard-wall offices are anticipated to belocated at the interior of the office space and workstations with modularfurniture provided with power and data shall be permanently installed on theperimeter of each floor or as determined by TFC as the most optimalconfiguration through the design process.
E. Parkingshall be provided on surface parking lots accessed by roads provided by theadjacent development. All utilitiesshall be brought to the property line by the adjacent development.
F. Programmingand conceptual design shall be provided by the PMF, and bridging documentsshall be provided to the DB.
G. Finaldesign and construction documents shall be provided by the Design-Build firmhired by TFC.
H. Design-BuildFirm (DB) shall provide professional architectural and engineering design,preconstruction, construction, construction administration services andwarranty for TFC for the Project.
I. DBshall provide all labor, material, equipment, tools, and transportationrequired to perform these services.
J. Designand construction services from the DB Team shall include but not be limited to:
1 1) Design:Services shall be comprehensive in nature and will include local, state andfederal code compliance, design of utilities and infrastructure, roads andhardscapes, structural design, architectural core and shell and interiordesign, acoustics, lighting, modular furniture layout, interior finishes, allsignage, landscape design, mechanical, electrical and plumbing design, lifesafety systems, security systems, telecommunications systems, and audio-visual systems. DB Team shall anticipate a full documentreview from TFC through the various stages of the design process.
2 2) Construction: Provide all labor and materials to constructthe building and necessary infrastructure, including project supervision andproject management. Obtain allpermits. Schedule all requiredinspections with all authorities including TFC.

L. Theproject shall require close coordination with the City of Pflugerville, TravisCounty, and other governmental jurisdictions to secure agreements andpermits. The project shall also requiremultiple presentations to stakeholders and interested parties, as well as,ongoing communication to the general public.
MANDATORY PRE-SUBMITTAL TELECONFERENCES: Mandatorypre-submittal conferences will be held on Tuesday, May 21, 2024 at 10:00 AM andWednesday, May22, 2024 at 10:00 AM. Pre-registration is required to participate in the conference. Respondents must have a representative attendat least one of the mandatory pre-submittal conferences. Prime Respondents thatdo not attend one of the pre-submittal conferences shall be disqualified.
