Deliverables Based Information Technology Services (DBITS)

Background
The Department of Information Resources (DIR) is issuing this Request for Offer (RFO) to solicit responses from potential respondents to provide Deliverables Based Information Technology Services (DBITS) for the Cooperative Program (COOP) master contracts.

DIR's mission is to assist state agencies and local governments in acquiring cost-effective information technology resources, ensuring that they can procure and implement innovative technology securely and efficiently. The goal of this contract is to create a contractual vehicle that meets statewide procurement requirements for DBITS contracts, improves efficiency in customer procurement processes, increases offerings, and provides flexible categories.

Work Details
The services to be provided under this contract include a wide range of IT services categorized as follows:

1. Application Development, Maintenance, and Support;
2. Technology Upgrade, Migration, and Transformation;
3. Enterprise Resource Planning (ERP);
4. Business Intelligence (BI), Data Management, Analytics, and Automation;
5. IT Assessments, Planning, Independent Verification and Validation (IV&V);
6. Market Research;
7. Procurement Advisory;
8. Project Management Services.

Each category encompasses various specific services such as application development for mainframe or web-based systems, data warehousing solutions, IT effectiveness assessments, strategic planning activities, project management processes as per PMI standards, and more.

Period of Performance
The anticipated term of the contract is two years with options for two additional one-year renewals at DIR's discretion.

Place of Performance
The services will be performed primarily within the State of Texas but may extend to other locations as required by DIR customers.

Bidder Requirements
Respondents must comply with Historically Underutilized Business (HUB) requirements with a goal of 26% subcontracting to HUBs. They must complete a HUB Subcontracting Plan (HSP) regardless of whether they plan to subcontract or not.

Additionally, respondents must demonstrate compliance with federal regulations regarding employment verification and cybersecurity training if they will have access to state computer systems.
