Consulting Services for Zoning Map Analysis

Background
In December 2018, the City of Lubbock adopted Plan Lubbock 2040, the city’s first comprehensive plan in 30 years. A priority of this plan was the creation of a Unified Development Code to match the Planning and Engineering goals outlined in the comprehensive plan and to streamline the regulations and make them user-friendly to the public and developers. The Unified Development Code (UDC) went into effect on October 1, 2023 and reduced the number of overall zoning district from 29 district to 16 districts.
The City of Lubbock is now requesting the qualifications of a multi-disciplinary firm to help complete an analysis of the existing zoning within the city, by working with the City of Lubbock to review all zoning city-wide to compare existing land uses, current zoning designations, and the Future Land Use Map to help guide future land use decisions and make recommendations to rezone areas with inappropriate zoning.

Work Details
The project scope includes providing a detailed Project Approach, explaining the team's approach to engagement with relevant stakeholders, describing the project team and any sub-consultants, collecting and analyzing information about existing conditions, conducting land use and zoning analysis, presenting findings to the Planning and Zoning Commission and City Council, seeking input on actions to take with the report findings, developing a prioritized action plan, obtaining adoption of the prioritized action plan from the Planning and Zoning Commission and City Council.
The Scope of Work is expected to be completed within six (6) months.
