Executive Summary
The Texas Health and Human ServicesCommission (HHSC) is seeking a Contractor to provide an annual statewidetraining Conference for the Council on Sex Offender Treatment (CSOT). TheConference seeks to disseminate information, educate, and train professionalorganizations whose purpose is to assess, treat, and manage sex offenders andprevent sexual assault.
Conference attendance offers theopportunity to provide and promote a network of professionals in the field ofsex offender treatment and to ensure continued competence of professionals byoffering Continuing Education Unit (CEU) hours for provider licenses.
Scope of Work
Pursuant toTexas Occupations Code 110.157, CSOT is required to design and conduct continuingeducation programs for sex offender treatment providers. CSOT, which isadministratively attached to HHSC, sets forth the standards of practice for theSex Offender Treatment Providers (SOTP) in Texas.
To maintain LicensedSex Offender Treatment Provider (LSOTP) and Affiliate Sex Offender TreatmentProvider (ASOTP) licenses, pursuant Texas Administrative Code 810.4 SexOffender Treatment Providers are required to complete CEU hours for each of thelicenses required annually which are offered at the Conference.
Contractorwill design, plan, coordinate, and conduct Continuing Education programs forLSOTP's and ASOTP's through CSOT compliant Conferences in the following format:

Contract Term
Theinitial term of any Contract resulting from this Solicitation will be for three(3) years. HHSC, at its sole option, may extend any Contract awarded pursuantto this Solicitation two (2) additional years.

Background
The Texas Health and Human Services Commission (HHSC) is seeking a Contractor to provide an annual statewide training Conference for the Council on Sex Offender Treatment (CSOT).
The Conference aims to disseminate information, educate, and train professional organizations focused on assessing, treating, and managing sex offenders while preventing sexual assault. Attendance will facilitate networking among professionals in the field and ensure continued competence by offering Continuing Education Unit (CEU) hours for provider licenses. The CSOT is required by Texas Occupations Code ยง 110.157 to design and conduct continuing education programs for sex offender treatment providers.
Work Details
The Contractor will design, plan, coordinate, and conduct Continuing Education programs for Licensed Sex Offender Treatment Providers (LSOTP) and Affiliate Sex Offender Treatment Providers (ASOTP) through CSOT compliant Conferences.

The Contractor must secure a venue accommodating at least 450 guests, preferably a State facility. Responsibilities include selecting speakers, managing registration, providing CEU training, developing a website for the Conference, and ensuring all logistical elements are in place for both formats. The Contractor will also handle communication with attendees and maintain documentation related to CEUs.
Period of Performance
The initial term of the contract will be three years with an option for HHSC to extend it for two additional years.
Place of Performance
The Conference services will be performed within the State of Texas.
