Computerized Criminal History System (CCH) Solution

Background
The Department of Public Safety (DPS) of the State of Texas is seeking a modern, Contractor-provided, cloud-hosted Computerized Criminal History System (CCH).
The CCH serves as the statewide repository for criminal history record information reported to DPS by various criminal justice agencies in Texas.
This system is essential for maintaining records on arrests, prosecutions, and case dispositions for individuals arrested for criminal offenses in Texas.
The goal of this contract is to enhance the current CCH system's capabilities and ensure compliance with federal and state regulations.

Work Details
The Contractor will provide a cloud-hosted CCH solution that meets FedRAMP Level High or TX-RAMP Level II certification standards.
The solution must include:
1. A commercially available base product with necessary customizations to meet DPS needs.
2. Enhanced functionalities utilizing modern technologies and business processes.
3. Compliance with FBI CJIS security policies and DPS Cyber Security requirements.
4. Multi-factor authentication features and an Identity Provider (IdP) for external users.
5. Migration services for existing CCH data from legacy systems.
6. Scalable architecture that supports integration with existing systems and future enhancements.
7. Robust reporting capabilities including system performance metrics, transaction statistics, error tracking, and compliance reports.
8. User administration features including profile management, training tracking, and automated logoff functions.
9. Support for multiple transaction types including arrest records, background checks, and legal name changes.
10. Comprehensive dissemination capabilities to ensure statutory access to criminal history records.

Period of Performance
The contract term commences on the effective date stated in the signing document or purchase order and expires five years from that effective date, with a possible extension of up to six months if necessary.

Place of Performance
The services will be performed within the United States as all work must satisfy the contract's requirements.
