Introduction and Purpose of IFB
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers IFBs for HHS.
HHSC PCS is seeking competitive bids to establish contract(s) for inspection and repair of water well #2 at Lufkin State Supported Living Center.
Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.
To be considered for award, Bidders must submit a comprehensive Response which includes all required information and documentation as outlined in this IFB to ensure the Bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the services described in this IFB. See Appendix A, Submission Instructions and Response Checklist.

Mandatory On-Site Visit
HHSC will conduct a mandatory on-site visit at the location specified below on the date and time identified in the Procurement Schedule (cover page of this IFB) or on the date and time established in subsequent Addenda.
The on-site visit will include a review of the IFB requirements as well as a walk-through of the facility.
Attendance at one (1) on-site visit is mandatory. Failure to attend in person will result in the disqualification of a Bidder. Bidders not listed on the attendance log will not be permitted to submit a Response.

On-site visit instructions:
Bidders shall sign in at guard shack upon arrival. Bidders shall inform security guard that they are to meet with Bill Williams. Bidders will then be instructed where to park.

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contract(s) for inspection and repair of water well #2 at Lufkin State Supported Living Center. Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.
Work Details
The required services include the inspection and disassembly of existing Water Well #2 to determine the cause of mechanical failure and implement necessary repairs. The well liner is 1,280 feet deep with all equipment located at 800 feet deep. The existing pump is a Grundfos Model #230S500.
The contractor must remove existing pump equipment, perform a camera inspection of the well shaft, and report findings. If new equipment is needed, the contractor shall provide:
- A submersible pump with lift nipple able to provide 225 GPM
- A submersible motor (50 HP, 460 Volt, 3600 RPM or equal)
- #2/3C WG submersible motor cable with splice kits
- 4” ductile iron check valves
- A ¼” stainless steel airline with water level detector kit.
Upon completion of new equipment installation, the contractor shall conduct startup tests and collect bacteriological samples for testing. A contingency cost of up to $150,000 may be available for rehabilitation if needed after inspection.
Period of Performance
The anticipated contract start date is upon award. Contractor services are expected to be performed Monday through Friday between 8 a.m. and 5 p.m. Central Time, with emergency services required within one hour of notification.
