Audit Services

Background
The Teacher Retirement System of Texas (TRS) is a public pension system that provides retirement, healthcare, and related benefit programs for Texas public education employees, retirees, and their beneficiaries. TRS seeks to contract with one or more companies to assist its Internal Audit staff with upcoming audit and non-audit services.

This Request for Proposal (RFP) aims to create a pool of qualified contractors to support TRS in achieving its mission of improving retirement security for its participants by prudently managing trust assets.

Work Details
The contractor will provide outsourced and co-sourced audit services, non-audit services, and subject matter expertise in four key areas: Investments, Information Technology (IT), Health Care, and Audit Activities.

Specific tasks include conducting comprehensive audits of investment management practices; evaluating IT governance and risk management; assessing healthcare operations; and reviewing internal audit activities. Deliverables will include detailed audit reports with findings, recommendations for improvement, compliance assessments, and evaluations of internal controls. The contractor must also designate a project manager as the primary point of contact for TRS.

Period of Performance
The initial contract term is four years starting from September 1, 2025, with an option for one additional one-year renewal term.

The contract will be performed at the Teacher Retirement System of Texas located at 1000 Red River Street, Austin, TX 78701.
