25-192 - Printing of VIA Bus Route Pocket Schedules ( 3-Year Contract)

Background
VIA Metropolitan Transit (VIA) is located in San Antonio, Texas, and is soliciting bids for the printing of pocket schedules for its various bus routes. The goal of this contract is to ensure that VIA provides accurate and timely printed materials to its patrons, enhancing their access to public transportation information.

Work Details
The contractor will be responsible for printing pocket schedules for all VIA routes including fixed route, express, Primo, Park & Airport, and VIA Link. Orders will be placed in quantities of not less than 5,000 each, with an estimated total of over 30 million schedules (42 million panels) over the contract period.

The contractor must maintain files/film of current schedules and prepare film/negatives as necessary. Deliveries must occur within ten calendar days after receipt of an order and include a detailed packing slip. The contractor must also ensure that all printed materials meet VIA's quality standards, including using recycled paper stock and adhering to specified color values.

Packaging requirements include bundling schedules into groups of 200 and using sturdy cardboard cartons.

Period of Performance
The contract has a base term of three years with the possibility of two additional one-year extensions, making the total potential duration five years.

Place of Performance
The work will primarily take place at the contractor's facility for printing, with deliveries made to VIA Metropolitan Transit at their Metro Center located at 1021 San Pedro, San Antonio, TX 78212.

Bidder Requirements
Bidders must comply with a Small Business Enterprise (SBE) participation goal of 25%. All subcontractors must be approved by VIA prior to engagement. Bidders are required to submit various documents including an Offer Form with Price Schedule, Statement of Eligibility, Affidavit of Non-Collusion, Certification of Restrictions on Lobbying, and others as specified in the solicitation.
