Background
The Metropolitan Government of Nashville and Davidson County (Metro) is seeking proposals for Construction Manager at Risk (CMAR) services for the construction of Fire Station 25. This project aims to enhance the capabilities of the Nashville Fire Department by building a new facility on Metro-owned property located on World Baptist Center Drive, Nashville, Tennessee.

The new fire station will be approximately 20,540 square feet and will include features such as 42 parking spaces, including two handicap spaces. The project is intended to pursue LEED certification.

Work Details
The CMAR will provide comprehensive construction management services, including budgeting, scheduling, project administration, and coordination of subcontractors. The scope of work is divided into two phases: Preconstruction and Construction Phase.

During the Preconstruction Phase, the CMAR will collaborate with an Architect/Engineer (A/E) to develop a schedule and budget that meets Metro's objectives. Responsibilities include cost estimating, value engineering, scheduling, and constructability reviews. The CMAR will also prepare a Baseline Schedule detailing key milestones and bid packages.

In the Construction Phase, the CMAR will oversee all construction activities to ensure compliance with design documents and manage all labor, materials, insurance, and equipment necessary for project completion. The target Guaranteed Maximum Price (GMP) for this project is $14 million.

Period of Performance
The contract period is expected to commence upon award in early 2025 and continue through the completion of construction documents anticipated by Fall 2025.

Place of Performance
The construction will take place at World Baptist Center Drive, Nashville, Tennessee.

Bidder Requirements
Offerors must comply with all provisions of the Contractors Licensing Act of 1976 of the State of Tennessee. A Payment and Performance Bond is required for contracts exceeding $100,000. Additionally, contractors must demonstrate good faith efforts to meet established MBE (11%) and WBE (3%) participation goals as part of the Equal Business Opportunity Program.
