Inmate Medical, Dental & Behavioral Healthcare Services

Background
The Metropolitan Government of Nashville and Davidson County (Metro) and the Metro Public Health Department (MPHD) are soliciting proposals to provide Inmate Medical, Dental, and Behavioral Healthcare Services. This initiative is mandated by the Metropolitan Charter and Code, which requires the Director of Health to provide medical care for inmates in the jails of Metro.

The Inmate Healthcare Program is crucial for ensuring that inmates receive necessary healthcare while also protecting Metro's interests regarding liability and contract management.

Work Details
The contractor will be responsible for delivering comprehensive healthcare services to inmates housed in Davidson County correctional facilities. Key objectives include:
1) Providing constitutional-level healthcare efficiently and cost-effectively;
2) Ensuring compliance with recognized standards of care including OSHA, ACA, AMA, NCCHC, PREA, and TCI;
3) Maintaining accurate electronic health records;
4) Implementing a written healthcare plan with clear objectives;
5) Providing training on HIV literacy and trauma-informed care to DCSO personnel;
6) Operating a utilization review program to monitor service usage and costs.

The contractor must also ensure adequate staffing 24/7, including licensed medical professionals, mental health specialists, and administrative support. Specific responsibilities include managing medical intake screenings, emergency responses, medication delivery, health assessments, and maintaining compliance with all applicable standards.

Period of Performance
The contract will commence upon award and will continue for an indefinite duration as determined by the needs of the Metro Public Health Department.

Place of Performance
Services will be provided at various Davidson County correctional facilities including the Downtown Detention Center (DDC), Correctional Development Center Male (CDM), Correctional Development Center Female (CDF), Maximum Correctional Center (MCC), and Behavioral Care Center (BCC).
