Background
The Metropolitan Government of Nashville and Davidson County (Metro) and The Office of Homeless Services (OHS) is issuing this Request for Proposals (RFP) to procure an Emergency Overflow Shelter (EOS) provider for serving a capacity of 300 new shelter beds for single individuals and couples experiencing homelessness during times of extreme weather conditions in the Nashville area.

Work Details
The awarded vendor will maintain a low-barrier entry severe weather injury prevention program providing basic shelter operations, including showers, two meals (dinner and breakfast), providing a bed (cot), opening from 7PM to 9AM when temperatures are forecasted to be 32 degrees Fahrenheit or below in zip code 37203, and providing service for other extreme weather emergencies as called upon by the Mayor's Office of Emergency Management (OEM). The population served includes individuals, couples, people with pets experiencing homelessness, members of the LGBTQ+ community, people with physical, mental, emotional, behavioral, and developmental disabilities, survivors of domestic violence.
The program term is from October 1, 2024 through September 30, 2025. The location of the shelter will be at 3230 Brick Church Pike with a capacity of 250 beds. An additional location(s) should be included in the proposal for surge situations to accommodate 50 additional beds. The additional location(s) identified must be located within the boundary lines of Davidson County, be within one half mile of a transit stop, and must comply with all applicable building, safety and health codes and shelter requirements as defined.

The program term is from October 1, 2024 through September 30, 2025.

Place of Performance
The location of the shelter will be at 3230 Brick Church Pike with a capacity of 250 beds. An additional location(s) should be included in the proposal for surge situations to accommodate 50 additional beds. The additional location(s) identified must be located within the boundary lines of Davidson County.
