Timber Dock Demolition at Georgetown County Port

Background
Georgetown County, SC has recently acquired the former South Carolina Ports Authority property located on the Sampit River. A structural evaluation by GEL Engineering, LLC revealed that the existing timber dock has poor structural integrity. This prompted the County's insurance provider to recommend its demolition to mitigate potential liability risks associated with a collapse. The goal of this contract is to safely demolish the dock and ensure proper disposal of all materials.

Work Details
The contractor will be responsible for the following tasks:

1. Remove all existing decking and associated hardware, placing removed materials on uplands or a work barge for disposal.

2. Remove all existing stringers and associated hardware similarly.

3. Detach or cut pile caps from piles, ensuring no contaminants are released into the river during removal.

4. Extract existing timber piles; if extraction is not feasible, cut them at the mudline for removal.

5. Minimize turbidity and sediment disturbance during pile removal.

6. Ensure treated wood piles are not damaged during extraction to prevent contamination release.

7. Transport materials without releasing debris into the aquatic environment.

8. Conduct demolition over-the-water due to the dock's poor condition, which cannot support heavy equipment.

9. Dispose of creosote-treated wood according to local and state regulations at a permitted landfill, with costs borne by the contractor (County Landfill charges $80/ton).

10. Install turbidity curtains or booms in water to contain floating debris and conduct daily housekeeping on-site.

Period of Performance
The contract work is expected to be completed within 120 calendar days from the Notice to Proceed (NTP).

The work will take place at Georgetown County Port located at 1324 Dock St., Georgetown, SC 29440.
