SCDPPPS Project Management Platform

Background
The South Carolina Department of Probation, Parole and Pardon Services (SCDPPPS) is a state law enforcement agency responsible for the community supervision of offenders placed on probation or parole.

The agency's Project Management Office (PMO) oversees various projects, primarily related to Information Technology. This solicitation aims to acquire a cloud-based project management platform to enhance project planning, scheduling, resource management, and overall collaboration within the agency.

Work Details
The contractor will provide a cloud-based Project Management Information System (PMIS) that integrates with Microsoft O365 GCC High. Key deliverables include:
1. Design and implement a PMIS that integrates with Microsoft Teams, SharePoint, and Outlook.
2. Develop a project task notification process using Microsoft Power Apps or equivalent tools.
3. Integrate with Power BI for advanced reporting and analytics.
4. Import existing project data from Microsoft Project and Excel.
5. Train at least fifteen PMO staff members via online platforms like Teams or Zoom.
6. Provide ongoing support and maintenance including Help Desk support during normal business hours (Monday-Friday, 8:00 AM - 5:00 PM EST).
7. Supply 25 concurrent user licenses including four Admin users. The system must have capabilities for task assignment, milestone tracking, document management integrated with SharePoint, real-time dashboards, user roles management, mobile accessibility, and data backup options.

Period of Performance
The contract will commence on May 1, 2025, with an estimated maximum end date of April 30, 2028, allowing for two potential one-year renewal options.

Place of Performance
All services will be performed at the SCDPPPS PMO Office located at 293 Greystone Blvd., Columbia, SC 29210.
