OER Design Build Solar Car Port, Battery Energy Storage, and EVSE Installation

Background
The Rhode Island Office of Energy Resources (OER) is seeking proposals for the design and construction of behind-the-meter solar photovoltaic (PV) carports that will include a battery energy storage system (BESS) and Electric Vehicle Supply Equipment (EVSE).
This initiative aims to enhance renewable energy use and support electric vehicle infrastructure at state-owned parking facilities located on the Capitol Hill Campus in Providence, Rhode Island.
The specific locations for installation are the parking lots surrounding the Powers/Department of Administration (DOA), Cannon/Department of Health (DOH), and Department of Transportation (DOT) buildings, situated between Park St, State St, and Smith St.

Work Details
The contractor will be responsible for the design and construction of solar PV carports that incorporate a battery energy storage system and EVSE.
The project includes:
- Design and engineering of solar PV carports
- Installation of battery energy storage systems
- Installation of Electric Vehicle Supply Equipment
- Compliance with all relevant local, state, and federal regulations
- Coordination with state agencies for site access and installation logistics.
The project is expected to be completed within 12 months from the start date.

Period of Performance
The contract period is anticipated to begin in March 2025, with completion requested within 12 months.
There is an option to renew for one additional 12-month period.

Place of Performance
The work will be performed at the state’s parking lot properties on Capitol Hill Campus in Providence, Rhode Island.
