Student Assistance Program Support Services

Background
The Student Assistance Program (SAP) Interim Support Services aims to provide interim, non-clinical mental health services and supports to middle and high school students identified as having a mental health need. This initiative is funded by the Lancaster County Drug & Alcohol Commission and is designed to improve access to mental health resources, deliver timely interventions, and promote healthier outcomes for adolescents.

The Department is soliciting applications from Pennsylvania organizations that provide such services to Local Education Agencies (LEAs).

Work Details
The contract will fund interim, non-clinical mental health services using evidence-based or evidence-informed strategies. Specific examples of services include:
- Cognitive Behavioral Intervention for Trauma in School
- Bounce Back
- The Blues Program
- Support for Students Exposed to Trauma
- Planned individual check-ins using supportive techniques by the SAP liaison.

The overall budget for the project shall not exceed $130,000 over 24 months, with $65,000 allocated for each year from July 1, 2025, to June 30, 2026, and from July 1, 2026, to June 30, 2027.

Period of Performance
The contract will be performed over a period of 24 months starting from July 1, 2025, to June 30, 2027.

Place of Performance
The services will be provided in schools within Pennsylvania's Local Education Agencies (LEAs).
