The Department of Environmental Protection (DEP) is seeking to engage Qualified Professionals to review permits on an expedited basis as part of the SPEED Program, established in Article XVIII, 1803-1805 of Act No. 54 of 2024 (SPEED Act). STREAMLINING PERMITS FOR ECONOMIC EXPANSION. The SPEED Program provides third-party applicants with the opportunity to engage a Qualified Professional to conduct an expedited review of their permit application. Applicants must specifically request that DEP engage a Qualified Professional to conduct an expedited review of their permit application. Upon such request, DEP will engage the Qualified Professional via a Project Work Order.DEP will begin to accept bids three weeks after the opening date of this solicitation.All Bids must be submitted electronically via email to the following email account: RA-EPSPEED@pa.gov. The subject line of your submission must clearly state the title of this IFB. Work Details

2. Identify deficiencies in permit applications within established review timeframes set by DEP using provided guidance documents and templates.
3. Communicate and coordinate with applicants and DEP to resolve identified deficiencies.
4. Provide a Recommendation Report documenting the review and recommended actions, including detailed explanations and statutory citations, reviewed and sealed by a certified Professional Engineer.
5. Draft deficiency letters detailing permit deficiencies with statutory citations.
6. Prepare draft public notices for posting in the Pennsylvania Bulletin using provided templates.
7. Draft responses to public comments for projects with significant public interest and hearings, following DEP's public participation policy.
8. Appear as a fact witness in hearings or court actions related to technical matters of the project if required.

Period of Performance
The initial reviews under the SPEED Program are not expected to begin until Spring 2025, with contracts effective for two years and potentially renewable for three additional one-year terms.
